Trafficator !?

Hi all,

I am trying to do this trafficator project but I feel like I am lost every time I try to link all the specifications together
Any help would be appreciated here so we could come up with a proper circuit

a Trafficator circuit shall be defined as a circuit which flashes a 12V, 21W direction indicator bulb on a moving vehicle, in this case a motorcycle.

The circuit shall have two momentary push-buttons, one to turn theTtrafficator On, and one to turn it Off / cancel the function.
When active, the Trafficator circuit will drive two 12V, 21W bulbs – one at the front of the vehicle, and one at the rear.
When the circuit is active, the bulbs will flash at a frequency of 1Hz, and with as close to 50% duty cycle as possible.
When active, the circuit will also produce an audible ‘beep’ as an additional safety feature, to possibly warn pedestrians of the approach on an unseen vehicle, and to remind the driver to cancel the signal when not needed.
Normally the circuitry would be duplicated to provide the function for both left and right directions: since we are merely proving a prototype, we will create a prototype for one side only. The abovementioned ‘beep’ function will be common to both sides, and will need to be created with just one side for proving purposes.
it should drive the front bulb via a relay, but drive the rear bulb via ‘solid state’ means.
