Temp sensor

I have a project I would like to carry out but I am a novice and could do with some help. I need a temperature sensor circuit with red, amber and green L.e.d's. Each l.e.d will illuminate within different temperature parameters. For example 17-23 degrees - green lit. 2 degrees either side - amber lit. upto 15 and over 25 - red lit.
Can anyone help with a circuit design? Would you recommend using PICS?

Cheers

I would use TTL's that's the easy bit ... the logic is a doddle, TTL's are cheap... choosing the right sensors is a lot of research.
