Strange Phillips Capacitor. What is it?

Hello everyone.
I am puzzled about a capacitor that I have..I bought recently a lot of pcb's with parts..
One part I can't figure out is a axial electrolytic capacitor..At least I assume that it is..
The makings are:
Phillips 021 K0
J8 100 uM/ 40 volts
Can someone help me figure out what kind of strange thing this is? It is in the supply part of one of the pcb's, right after a 100 nF Ceramic, and before a 1N4001 rectifier diode..
