White residue on IC connections???

White residue on IC connections???

Im fault finding on a copier pcb, and on a few IC's there is a white residue on a couple of pins?

Is this normal?

Im a gas fitter and all i can think is that it is oxidizeation (spell???) due to the pins not being used? Would that be right??
