electronics termonoloy?

Hi I am new to eletonics, I have been making a hobby cnc I have a 5 axis breakboar and a L298 driver, I have been reading about connecting a bipolar stepper motor but have been having some problems i.e motor will only vibrate not turn. I am unsure about the term "pull high". i have read about pull high on input and I don't understand what it means could any body explain. thanks
