Aquarium LED Light

Hi guys just bought a "ORPHEK PR 72 Planted Aquarium LED Lighting" 36 high power LEDs tuned for aquatic plant growth., Electrical.....Input voltage: 80-264 volts AC..Frequency: 50/60 Hz...Power consumption: 66 – 70 watts
Power factor: .97...Power supply: Mean Well LED Driver.....Dimming capability: Yes, with Apex, Reefkeeper and other digital controllers. LEDs..36 x3 watt LEDs at ~2watt

However, when it switches on it's instant super power, in your little fishes eye, from dark to absolute brightness, I need this kind of light power for planted tank.
Any you guys know of a soft-start driver, for more info google ORPHEK PR 72 Planted Aquarium LED Lighting, I know I can bring up the lights using a dimmer, but I am not always around when lights switch on.
I speak for my little fishes, if not is there sunglasses for neons tetra's :)
